How to submit requests for public interest information
Requests for access to public interest information addressed to the Cahul District Council may be submitted in the following ways:
a) by email at consiliul.raional-cahul@apl.gov.md
b) at the headquarters of the Cahul District Council or sent to the postal address: Republic of Moldova, Mun. Cahul, MD-3909 Piața Independenței 2.
c) verbally (in person or by phone).
Note:
Applicants are not required to:
-
justify or explain the reason for their request;
-
sign the request manually or electronically.
Mandatory elements of the request:
a) the applicant’s full name or legal name;
b) the applicant’s postal address, as well as the email address if a response is requested electronically;
c) the name of the information provider;
d) a clear specification of the requested public interest information, with sufficient and relevant details to allow the provider to identify it.
A request that does not include the applicant’s name and surname/legal name, or the applicant’s postal address, as well as the email address if a response is requested electronically, will not be examined.
If the request does not specify the requested information, or if it is not possible to identify the requested information based on its content, the applicant is informed of the deficiency and granted at least 5 working days to correct it. The information provider offers the necessary assistance to help the applicant clarify the request.
If the applicant does not correct the deficiency within the allotted time, the request will not be examined, and the applicant will be informed. Public interest information is provided as soon as it becomes available, but no later than 10 days from the date of registration of the request. In cases provided by law, this term may be extended. The information is communicated in the language in which it is available.
Fees for communication of public interest information
Communication of public interest information is free of charge, except in cases provided by law, if performed through:
a) providing information in electronic form;
b) sending information by mail, on paper, when the volume does not exceed 20 pages;
c) issuing information on paper at the provider’s office, when the volume does not exceed 20 pages;
d) allowing examination of the original documents at the provider’s office;
e) verbal communication, in the case of verbally submitted requests.
If communication of public interest information requires payment according to the regulations, the applicant is informed, within the term provided by Article 19 of Law No. 148/2023, about the total amount to be paid and the method of payment. In this case, the information will be communicated within a maximum of 5 working days from the date the proof of payment is received.
